PROJECT MANAGER FOR GOVERNMENT OF CANADA MULTI-YEAR PROJECT- SECRET CLEARED

Our Government of Canada client is in need of a Project Manager, Level 3 for a multi-year IM/IT project.

The successful candidate must currently have a valid Secret clearance. 

The Project Manager will be required to manage medium to large scale, complex, multi-team, multi-platform IT systems development projects and/or infrastructure design and implementation projects.

Our client uses a stage gate governance model to facilitate the delivery of IT projects.

Responsibilities

The Project Manager’s key responsibilities may include leading and managing the operational, financial and technological aspects of the IM/IT projects. Their key tasks and activities will include but not be limited to the following:

  • Manage and support Digital and IM/IT development team(s);
    • Ensure team members are informed, have clear goals and work collaboratively in partnership with clients and other stakeholders to achieve planned outcomes;
    • Identify skill/capacity issues and propose actions to management to remediate
    • Coach team members as needed;
  • Develop mission statements, project charters, integrated project plans, resource plans, contingency plans, and related project artifacts.
    • Develop, maintain and manage the detailed project plans and schedules to track progress;
    • Develop work plans for project resources and monitor overall progress and initiate corrective action where necessary;
    • Develop, manage and maintain the project budgets;
    • Prepare and maintain project’s contingency plans as required;
  • Prepare, define, maintain and manage the project scope and deliverables;
    • Rigorously manage scope to ensure commitments are achieved within agreed upon time, cost, and quality parameters;
    • Use appropriate verification techniques to manage changes in project scope, schedule and budget(s);
    • Apply change control and configuration management processes;
    • Develop recovery plans in the event of projects delays;
    • Manage the development of comprehensive project life-cycle documentation;
  • Leverage Agile methodologies, enablers and best practices to accelerate project delivery;
    • Lead and/or facilitate all relevant Agile ceremonies (sprint planning, stand ups, retrospectives, backlog refinement sessions, etc.);
    • Guide the team on how to use Agile/Scrum practices and values;
    • Update sprint backlogs and help to remove impediments;
    • Monitor and report on key Agile performance metrics to the management team;
  • Proactively identify issues and risks and develop mitigation strategies to minimize impact on related projects and drive resolutions
    • Escalate to senior management as appropriate;
    • Evaluate project progress to detect limitations or faults in order to seek solutions to a more efficient process;
    • Assess potential interdependencies with other projects and prepare impact assessments;
    • Develop risk management plan/risk log;
    • Facilitate issue resolution;
  • Measure project performance using appropriate systems, tools and techniques;
    • Conduct project status meetings, prepare management presentations/ status reports
    • Conduct final project evaluation review to assess project performance and develop “lessons learned” documentation;
    • Prepare and perform project final acceptance/close-out/sign-off;
  • Other duties as required.

Due to the length of time required to obtain a Secret level security clearance, only those who are currently in possession of a valid, unexpired Secret clearance can be considered.
